Long Causeway returned to us at Long Last

A Traffic Regulation Order has been issued confirming the banning of Motor Traffic from the  Long Causeway, a byway between Sheffield (Redmires) and the Peak District via Stanage. This will make it a more pleasant environment for walkers, cyclists and horse riders, adhering to the principle of “Quiet Enjoyment” of the Park.

As an example of how bad it had become, we came across people driving up there on Christmas Day! There was very little peace and goodwill that Xmas.
Our Peak Park correspondent writes:
The Peak Park has finally published its findings on the long awaited Long Causeway consultation and (a-la the Roych) has subsequently imposed a permanent ban on all “motor-propelled vehicles”  (with the usual exceptions  – i.e. emergency, maintenance, agricultural / land management etc.) on account of their presence being contrary to the general principles of the national park (i.e. quiet enjoyment, conservation of the landscape /environment etc.) As many in Sheffield (and elsewhere in the region) will know this has been very long fought campaign and its good to see all the hard work brought to a successful conclusion (cheers can be heard resounding up and down Rivelin, much to the disgruntlement of the 4x4ers and trails bike meatheads, no doubt, who will now have to ply their destructive trade elsewhere)
The Long Causeway can be part of excellent rides between, Sheffield, Dore and Hathersage or Bamford stations. Mountain Bikes recommended.

Subject: Monsal Trail Extension

Dear Colleague

Public consultation is currently taking place on the proposal to extend the Monsal Trail from Bakewell to Matlock.  The off-road trail will involve using the existing tunnel behind Haddon Hall and new bridges being built, plus a section of new cycleway running alongside Peak Rail.  The funds are available and this is a one-off opportunity to complete a key section of the White Peak Loop, a long circular cycle route through the Peak District.

This would be a major boost for tourism in the Peak District and you are invited to give your opinion via an online survey (before 15th September) at:

CycleSheffield Matters for Cycle Forum Tue Sep 16 2014

Every couple of months we formally meet with SCC officers and other stakeholders in cycling at the Cycle Forum.

The next one is Tue 16 September

We have a standing agenda item, CycleSheffield Matters (which of of course it does!)

We raise items that may be technical but may also be about general policy and practice

Its all part of the diplomatic and political work that is part of campaigning.

We write it all down because then nobody can claim that they “had never heard of it”

In July we left a series of points, see item 4, for consideration at a Cycle Forum some time from this Sep to next July

It will give people involved time to get thinking caps on and hopefully bring some meaningful responses to the Cycle Forum concerned.

We report back on Cycle Forum at the next monthly CycleSheffield meeting and discuss and select items to raise for the next CycleForum after that

CycleSheffield Matters for Cycle Forum Tue Sep 16 2014

1. CycleSheffield would like SCC to note:

  1. we welcome the Cabinet’s endorsement in July of the Cycle Inquiry Report and the  incorporation of its principles into Sheffield’s Vision for Transport.  We hope that the recommendations in this report will be both targets and outcomes by which we can measure progress.  We also note that the plan is long term with an end-point in 2050 and hope that the cross-party support for this report will mean long term and stable support for cycling in Sheffield and the region.
  2. the new SCC Cycle Champion, Cllr Tim Rippon was welcomed at our last meeting to have a general discussion about his role and cycling in Sheffield.  We appreciate that Cllr Rippon will ‘open’ the CTC cycle campaigner training day to be held in Sheffield on Sat 13 Sep.
  3. we welcome the survey of incidents of cyclists and tramtracks conducted by SCC.  We trust there were sufficient responses to help the consultants evaluate the extent and severity of these incidents.  We await the consultants’ report.
  4. we welcome the chance to discuss plans for cycling in the city centre but felt that we were insufficiently briefed.  We now understand far better the limitations within which officers have to work and have genned up on intiatives like SCRIF and evaluation criteria like GVA.
  5. we have concerns about the traffic schemes at Bridgehouses and have formally objected.  We welcome the willingness of the SCC officer concerned to consider our concerns, respond to our queries and to meet with us to discuss these further,
  6. CycleSheffield has started work with its members on planning cycle routes in Sheffield.  We note that LAs in Wales have to do this as well and we are using The Wales Active Travel Bill guidance ( http://wales.gov.uk/docs/det/consultation/140430-active-travel-design-guidance.pdf) as a template for designing and evaluating routes.  We understand that Y&H Sustrans, who have been taken on as advisers/consultants for SY cycle infrastructure, also think this is a good document to use. We have had two workshops with over 25 people attending in all and plan many more and there is an open and welcoming invitation to SCC officers to attend any of these workshops to observe, advise and collaborate if they wish.

2. CycleSheffield note the discussions about reductions in gritting on Sheffield’s roads.  We politely enquire if there will be any gritting of shared-use and cycle paths, e.g. alongside the inner ring road, the cycle path past EiS, around Meadowhall?

3. CycleSheffield have noticed that cycle facilities are not being re-surfaced at the same time as the general road surfaces. Brunswick St for example has been resurfaced but the various cycle plugs have been left ‘as is’ and are in poor condition. See attached photos.  We would like to know why these have not been done.

4. At the last Cycle Forum we tabled the following items that we would welcome discussion on at later Cycle Forums.

May we have a response to and discussion about

item 05, which is still not fixed

and

item 03 which may be pertinent to any further discussions and collaboration about planning a strategic cycle network for Sheffield

  1. Secure storage of bicycles at Sheffield Homes.  We have some members who live in a block of flats at Jordanthorpe.  They are not allowed to keep their bikes in the stairwells or their flat, which is understandable.  However there is no provision of any secure storage for residents to keep bikes, and thus makes it difficult for any residents to choose to cycle.  May we invite someone from Sheffield Homes to the next Cycle Forum to discuss arrangements for residents to store bikes securely and under cover in their housing.
  2. Members have reported thefts of bicycles, both their own and friends and colleagues.  These are often stolen from premises which are supposed to be secure,  May we invite SYP to discuss at a later Cycle Forum whether there has been a wave of bike thefts, how bike thefts are treated, and how we can work with SYP to advise members to make their bikes more secure and recoverable.
  3. Cycle path by Virgin Active at Broadfield.  One of our members has been chasing getting the vegetation cleared as it is blocking this path.  We understand Virgin Active is claiming it has no responsibility to do this and that a Council officer is trying to sort out which landowner does have that responsibility.  May we have a discussion at a later Cycle Forum about the conditions under which developers or landowners assume these responsibilities and how long these responsibilities are supposed to last.
  4. Collision and KSI criteria that ‘trigger’ traffic calming action  CycleSheffield read the story of Jasmin Chan (a child killed by a hit and run driver on Normanton Hill)  in The Star.  We couldn’t understand, from the story, the criteria by which action is judged to be essential or advisory wrt to SCC taking with traffic calming measures.  May we have a discussion at a later Cycle Forum and an explanation of how many KSIs per km per yr trigger action eg which km and over which yrs how are these determined?
  5. Shoreham St/St Mary’s Gate Lights we understand work on this is now hindered by a member of staff leaving – is this incapability a result of general cuts or work not being re-allocated.  Isn’t Amey supposed to sort this out? NB this problem of synchronising bicycle traffic lights on the west side Shoreham St with the traffic lights on the east side of Shoreham St was first reported July 2012.
  6. Buses and encroaching on cycle lanes In the March Cycle Forum we reported on buses encroaching across solid white lines on contraflow cycle lanes.  The specific location was Castle St but it has also been formally and informally reported on Pinstone St as well.  Bus companies do not respond to these complaints in good time or appropriately. Bus companies do not seem to know the Highway Code advice which is: 140 Cycle lanes. These are shown by road markings and signs. You MUST NOT drive or park in a cycle lane marked by a solid white line during its times of operation. Do not drive or park in a cycle lane marked by a broken white line unless it is unavoidable. You MUST NOT park in any cycle lane whilst waiting restrictions apply. Law RTRA sects 5 & 8. Our view is that driving into these lanes is intimidating and unnecessary.  It will deter people from cycling which is not what SCC wants.  We asked if this matter could be discussed under within the Sheffield Bus Partnership but we fear that it hasn’t been done.  May we ask that representatives from bus companies and/or SYPTE discuss this matter at a later Cycle Forum

SYPTE "Have Your Say"

The South Yorkshire Passenger Transport Executive have launched a public consultation –
Have Your Say!.

The easiest way to take part is online at www.sypte.co.uk/haveyoursay.

There will also be roadshows at each of the Interchanges to help and encourage
customers to take part.
The roadshows will take place at:
Venue Date Time
Dinnington Mini Interchange 5 September 2014 10am – 12pm
Meadowhall Interchange 8 September 2014 8am – 12pm
Hillsborough Mini Interchange 8 September 2014 2pm – 6pm
Barnsley Interchange 17 September 2014 8am – 12pm

So what do we think about public transport in S. Yorks?

  • Better integration is needed. There is a good case for bike carriage on trams and some buses. Bikes are carried on trains which is good, but limited by the constraints of the rolling stock.
  • Scheduled services that are financially supported by the PTE should be required to carry bikes.
  • Also integration between bus train & tram. For example the no. 70 should be extended to Dore Station. For most train users the nearest bus stop is a long way from Sheffield station. (Which is partly why cycling to the station is so popular)
  • The fare structure is unfair. Middle class areas get cheap buses because of competition while working class areas are penalised. The middle classes will pay more for bus services if they get a quality product (See “Harrogate & District”)
  • We need Oyster Cards now! Buses that are stopped for a long time taking fares are frustrating for everybody.
  • Bus lanes are not actually there for the exclusive use of buses – they are shared with bikes, taxis and motorbikes. But it’s not good enough to allow bikes to use bus lanes and think you’ve catered for cyclists. Most bus lanes are too narrow for a bus to pass a bike safely. The two modes are quite different – buses are stop-start, cycling relies on continuous momentum to make progress. Separate facilities are therefore needed for bikes on busy roads. The practice of “waiting time” in bus lanes blocks them for other users and frustrates bus passengers.
  • We would like to see bus stop “islands” used where there are off-road cycle lanes – putting bus stops in the middle of shared use cycle routes leads to conflict.

Sheaf Valley Park bike routes

The new bike routes to the east of the station are coming on (grand opening and festival on Sept 6th from 12 noon)

These will create better links between Park Hill, Norfolk Park and the Station. What’s still missing

is a level route between Granville Square and Park Square. We are still concerned about people

cycling across the Station tramstop and in front of the rear station exit.

Not many takers for the new cycling parking on platform 6-8 but Hey! Build it and they will come, they say…

Canals: summary of recent consultation responses

The Canals and River Trust consulted on the sharing of towpaths by differnt users and a mooted Code of Practice

I completed a response on behalf of CycleSheffield.  The towpath from Meadowhall to Rotherham has been paved for use a cycle path (LSTF 1 funding) and the SY bid for the next round of LSTF 2 funding included a proposal to turn the canal route from the Canal Basin to Meadowhall into a cyclable towpath. The development officer at the Canal Basin thinks that it would help develop that quarter, as will the development of the Castlegate site and the plans to turn Gibraltar St/West Bar/Castlegate from a grey to a green route – more details about this at Cycle Forum in Sep 2014

The Canal & River Trust has just published the findings from its consultation on Sharing Towpaths.
This link will take you to the completed consultation page where you can view the output report and consultation responses.
We are extremely grateful to you and everyone who took the time to respond to our consultation and participate in our workshops, we received well over 2,000 responses which have given us a lot of information to consider. We are currently reviewing all of these to inform our recommendations and next steps.
Our recommendations will be published later in the Autumn and I will email you again with links to these once they are available.

So the link will take you to the summary data from which the CRT will produce some recommendations for the use and development of the canal towpaths.
I’ve only skimmed it but please note that there are pros and cons with respect to the use of the towpaths by cyclists.
There is a tension between using the towpaths for commuting as opposed to leisure cycling.
There is a notable concern about the speeds and manners of some people who cycle.
There is a recognition that some people are inconsiderate wherever they are, i.e. canals, per se, do not produce anti-social behaviour.

Air quality, Sheffielders choking to death, and R4 Costing the Earth: The Diesel Decade

We sent this to SCC bods who need to know

Dear cllr or officer

As you know CycleSheffield uses the arguments about the need to improve Sheffield’s air quality both to promote cycling and to object to aspects of traffic schemes (cf Penistone Rd).

We would like to bring to your attention the R4 programme Costing the Earth: The Diesel Decade which was broadcast yesterday
It can be listened to for another 5 days here
http://www.bbc.co.uk/programmes/b04f9r9h

In summary:
Modern vehicles do not perform according to their given performance data because the data is mostly gotten from bench tests ;
When driven by people modern vehicles’ performance on emissions can be up to 7 times worse than the makers’ data from bench tests;
Motor manufacturers know this;
Politicians originally concentrated on legislation wrt COx emissions and NOx and PM legislation and targets are much weaker ;
Car taxes and business taxes favour diesel engines;.
There has been a rise in NOx and PM pollution especially cities linked to the increase in commercial and private diesel engines;
COx emissions have reduced worldwide but citizens in cities and towns are choking to death on NOx and PM pollution (Heart attacks may have strong links to breathing exhaust fumes).

At a recent CycleForum we leaned that the new diesel engines in Sheffield’s fleet of buses are performing no better than the old ones when it comes to pollution. The programme found that a journey sitting in in a taxi had the highest NOx/PM pollution.

We thought you may find this documentary useful for yourselves and you may wish to forward this to other cllrs and officers concerned. It may also be useful when briefing Sheffield MPs about the total costs of road schemes.

We trust it leads to at least a review of the Air Quality Action Plan and its successor policies, and it is kept in the front of minds in all discussions about traffic schemes and traffic flow in and around Sheffield, e.g. Tinsley and the Lower Don Valley

New facility in Greystones

Another “little thing that makes a big difference” has appeared in Greystones.

The problem was that cyclists coming up from Banner Cross, either via Ford Rd or Dobbin Hill, had to make an awkward maneouvre at grade on a busy junction to access Greystones Drive from Ford Rd and vice versa. This short stretch of shared use makes it possible to go straight across.

Greystones_Dr_2 Greystones_Dr_1

Eventually it will form part of a route from Banner Cross to Bents Green using the quiet back streets instead of Ecclesall Rd

Unfortunately the 20mph scheme for Greystones has been delayed but when that arrives it will make it even safer!

This was achieved under the “Streets Ahead Cycling Opportunities” fund. If you’ve got a little thing that’s niggling you about cycling in your area let us know and we’ll see whether we can get it fixed for you.
